Smart tunnel: They can only bluff the PM

This must be the joke of the century!

You don’t need to inspect the lowest level of the Smart system to know that MMC-Gamuda or the DID have not tested it for flood mitigation.

That’s not because they have admitted so but simply because they have not found a solution for desiltation.

What’s desiltation? You see, flood water being flood water, it’ s not clean. In fact, it is always full of mud (silt) and rubbish. That’s why after every flood, the biggest headache is washing the mud away (desiltation).

So, if the concessionaire or the DID really test the lowest level of the Smart system for flood mitigation, the entire level will be filled with mud. They have not thought of how to clean up the tunnels.

By now, you must have understood why they have not tested it earlier. And more so because both the inlet and outlet of the tunnels were not completed when Kuala Lumpur was hit with three flash floods all within two weeks in early June.

The authority has just announced that the entire tunnel is now completed on 23 June 2007 ( after heavy shelling by the PM one night after his new marriage). But that’s another “bullshit”. Why do I say that?

Just make a trip to Taman Desa and you would know what I mean.

They could only bluff the PM, who’s now away in Italy.

Two weeks ago, right before I went to inspect the Smart tunnel for the first time with other DAP MPs and engineers, I was having lunch at the restaurant next to the Danau Desa pond. At that point of time, the pond, which is part of the Smart system, was not ready for flood mitigation.

Even today, the pond is far from ready. It would not be ready in another 3 months according to the experts whom I have consulted.

This evening, I saw the workers were still busy widening and deepening the pond. And guess what, they have not even completed the outlet ( leaving the pond into Sg Kerayong).

Out of fear of another flash flood, as a temporary measure I guess, the contractors has just fixed some 10 GI (galvanised iron) pipes of various sizes to drain the water from the pond with the help of water pumps. Guess what, the water flows from the pond to a normal monsoon drain (only 2 feet wide by 4 feet deep) parellel to the main road, before discharging the water to a U-Culvert drains some 100 meters away. This U-Culvert drain is connected to the Sg Kerayong some distance “downstream”.

It appears to us that if there is another flash flood hitting KL in one of these days, the authority may really open up the lowest level of the Smart tunnel to test it out, and then relying on these pipes to drain the water to the normal monsoon drains (with the help of water pumps) and then to the U-Culvert drain before flowing into Sg Kerayong. So do not be too surprise if the entire road from Danau Desa to Old Klang Road area will be flooded ( the normal monsoon drains certainly could not cope with such influx of water from the pond).

Earlier, I was talking about how difficult it would be to do desiltation for the Smart tunnel. If they really open up the second level (and even the third level), imagine what would happen to the lightings, equipments and road furniture on these two levels, not forgetting about the desiltation works after the flood.

I would bet with bloggers that the authority may not have the guts to test the Smart system for water mitigation. Not even the lowest level if you asked me. Am I saying the authority may not even test the tunnnel for flood mitigation at all? You bet!

Last Saturday, at a briefing in Universiti Malaya on the Smart tunnel conducted by the DID chief , he obviously was embarrased by the DAP Cheras MP Tan Kok Wai who played the video clips (showing the massive leakages ) of the tunnel in the meeting.

Out of frustration, he made a “stupid” and irresponsible remark; he said that ” those who think the Smart tunnel was not safe, don’t use it.”

This fler also “bullshit” by saying that all the cost of building the Smart tunnel came from the concessionaire and “it’s ok ” to let them go bust!

In fact, the concessionaire only paid about RM600 million for the tunnel; the rest of the RM 1. 5 billion came from Malaysian taxpayers! If you asked me, he ‘s as arrogant as the great Samy.

Tomorrow morning at 11 am, DAP Bukit Bintang MP Fong Kui Lun will move a motion to debate on ” why the ‘Smart’ tunnel is actually not very smart”!

Rawang HTZ: A victory for the people!

It’s a case of “satu hati” Vs “suka hati” (borrowing Sdr M Batumalai’s words) in today’s dramatic tussle between the Rawang villagers and TNB officials.

More than a hundred villagers managed to prevent TNB workers to start work on the high tension transmission project. We insisted that all works have to stop before a solution or agreement be reached between the villagers and the Federal and Selangor state governments.After our protest, the TNB officials have no choice but to leave the site.

I must thank the workers for refilling the big hole they have dug earlier to prevent a potential tragedy from happening.

After the protest, the authority now sets a new date for discussion and negotiation with the Rawang Anti High Tension Transmission Project Action Committee and affected landowners on Friday 29 June 2007 @9am at the Selayang Land Office.

Both Chan Kong Choy and Tang See Hang were said to be present on the day. I will be there too as the advisor of the committee.

TV8 also sent its team to cover the event and it was broadcasted over its 8pm Mandarin news a while ago. TV3 was also there to cover the entire event.

百余人力阻国能动工建电缆
万挠村民今天再打赢一仗!

【本刊庄迪澎撰述】国家能源公司(国能)职员今天到雪兰莪州万挠新村动工兴建高压电缆的部份工程,百多名村民拉着布条赶到现场阻止铲泥机(神手)继续挖掘深坑。由于双方各不让步,场面一度僵持不下,但一个多小时之后却戏剧性收场,国能让神手司机将已挖掘的深坑重新填回,收队离开,村民则为打赢了一仗而鼓掌欢呼!国能(营运与技术)高级副主席莫哈末西迪在本月19日向媒体宣布,雪州行政议会决定在万挠新村兴建高压电缆已成定局,高压电缆不会绕道而行,而且将在今天(6月24日)动工。【点击:广才承诺解决•国能宣布动工 万挠村民要以庭令阻高压电缆】成立“争取高压电缆绕道工委会”消息见报后,万挠“反对高压电五人小组”召集村民会商,并在昨晚成立了一个由21名村民组成的“万挠新村争取高压电缆绕道、反对逼迁工委会”,由原五人小组成员吴亚九担任主席。万挠新村居民两年前接获通知,国能计划在新村附近兴建高压电缆,并要求该村51户人家搬迁。村民拒绝国能的赔偿建议,坚决捍卫家园。后来村民成立了五人小组,展开反对高压电缆运动。

“万挠新村争取高压电缆绕道、反对逼迁工委会”今天上午11时在万挠新村召开记者会,多名党团代表都赴会声援村民,包括民主行动党非政府组织秘书刘天球、人民公正党总财政梁自坚、雪兰莪州署理主席李成金、隆雪华青团长陈松林及委员李英伟。

记者会中途,已有村民村民报告,国能职员已在新村范围动工;此时,刘天球号召村民在记者会结束后到现场阻止动工。

记者会在中午12时左右结束后,一百多个村民拉着布条,浩浩荡荡的步行到大约一公里外的动工地点。村民一到现场,其中一人看到神手已经挖掘了一个面积大约一百平方米的深坑,手持一份公文非常激动的冲上前,蓦地跪下,一时也吓坏了那名神手司机。

由于在万挠新村兴建高压电缆的纠纷仍在斡旋中,村民们不满国能单方面擅自动工,因此情绪有些许激动及鼓噪;不过,村民们仍然十分克制,间中虽有高声叫喊将深坑填回,但没有发生肢体冲突。

陪同村民到场的刘天球、李成金及梁自坚等人则与在场的国能高级职员交涉,要对方即刻停工离开现场;不过,国能职员宣称,国能是在政府的土地上动工,而且获得州政府批准,村民无权阻止。

陈广才无法找到替代路线?

刘天球告诉在场的国能雪兰莪州区经理沙尼阿末(Sani Ahmad),能源、水务及通讯部长林敬益、士拉央区国会议员陈广才、万挠区州议员邓诗汉、能讯部高级官员、国能高级管理层和五人小组曾在5月23日达成协议,给陈广才及邓诗汉一个月的时间寻求解决方案,以便将高压电路线转移到另一可行的绕道地点。

陈广才当时向媒体宣布,解决方案是把高压电路线转移到连接瓜雪亚三爪哇(Asam Jaya)和万挠邓普勒花园(Templer Park)的拉达高速公路(LATAR Highway)右边,绕过万挠新村。【点击:陈广才一个月内寻解决方案 万挠高压电事件或绕道解决】

不过,沙尼阿末(左图)却说,所谓一个月时间是用来决定高压电缆的路线,而现在雪兰莪州政府已经决定了按照原来的路线兴建高压电缆,不会绕道。万挠高压电缆工程高级经理阿兹敏(Azmin)甚至一度告诉刘天球,陈广才和邓诗汉告诉国能,他们无法找到用来绕道的替代路线。

当刘天球转身向媒体重复阿兹敏的说法,并问地方能否引述他的名字后,阿兹敏就不愿载证实上述说法。

沙尼阿末也一再重复说,他们今天动工的地点是政府地,不归村民所有,因此村民无权干涉;他也要刘天球等人先去了解实情。

刘天球及吴亚九等人不同意沙尼阿末的说法,吴亚九说,沙尼阿末并没有出席5月23日的会谈,因此不了解实况;吴亚九也点出在场的万挠高压电缆工程高级经理阿兹敏(Azmin)曾出席会谈,他应该告诉沙尼实况。

刘天球(右图右)也告诉沙尼阿末等国能高级职员,雪兰莪州政府迄今从未对此事发表声明,而且倘若雪州政府真的决定按照原来路线兴建高压电缆,以及准许国能在这片所谓“政府地”动工,必有公函。因此,他要求对方出示公函。

沙尼却回应说:“你要看公函,就正式写信给我们。”刘天球反驳对方道:“你这是官僚主义作风”,并告诉对方,如果无法出示公函,就应该立即停工离开。

结果双方一直在有没有州政府公函,以及没有公函是否能动工的问题上僵持不下;沙尼阿末一度沉不住气,拉高声量向刘天球叫喊:“是你固执!”刘天球见状,对站在沙尼阿末的身旁的另一名国能职员慕希丁(Mohiddin)说:“叫你的朋友别提高声量。”后来,沙尼阿末退到一旁,不再和刘天球对话。

下周五土地局会商

阿兹敏一度问“万挠新村争取高压电缆绕道、反对逼迁工委会”秘书王仲辉,如果国能出示州政府公函,是不是就让国能继续动工;刘天球和王仲辉都说,村民这方不能做此承诺。

尽管如此,中午12时40分左右,国能方面却突然答应回去八打灵再也的办公室取信,让工委会代表过目,并说大约一小时后回来;过后,沙尼阿末和其中几名职员开车离开现场,阿兹敏和慕希丁则留在现场。

一小时之后,沙尼阿末等人并没有带着所谓的州政府公函回到现场;阿兹敏却突然通知刘天球,说接到邓诗汉的电话通知,不但国能收队,也要“万挠新村争取高压电缆绕道、反对逼迁工委会”及刘天球等人在下周五(6月29日)上午9时30分到土地局会商解决此事。

得悉消息后,村民都很雀跃,纷纷神手司机把已挖出来的泥土重新推回深坑。刘天球等人也继续和阿兹敏交涉,要他们吩咐神手司机将深坑填回;阿兹敏后来也同意了。

当两架神手分工将泥土推回深坑时,村民都涌到深坑旁鼓掌欢呼;直到深坑填回后,村民们才离开现场。

今年5月17日,国能承包商也曾到万挠新村动工兴建高压电缆,同样遭村抗议和阻止;双方协商了三至四个小时,万挠警局副主任苏巴马尼安(Subramaniam)后来接获“上头”指示,国能技术人员、工程承包商、警察才陆续离开动工地点。当时,接获消息的邓诗汉曾表示会亲身前来,后来却不见人影。【点击:万挠人阻国能建高压电缆 邓诗汉讲要来却不见人影】

万挠新村位于陈广才所属的士拉央国会议席及邓诗汉所属的万挠州议席,陈广才也是马华公会署理总会长及交通部长,而邓诗汉自1982年便当选万挠州议员,迄今已经六届,他自1999年大选后出任雪州行政议员,目前掌管投资、工业与贸易事务。

(萬撓24日訊)萬撓新村今早展開高壓電纜興建工程,逾百位村民聞風而至,與國能職員及承包商激烈爭執,場面火爆!

由于村民的情緒激動,國能職員逗留約兩個小時后,在萬撓區州議員拿督鄧詩漢的來電指示下撤退,定于本月29日在土地局舉行對話會,再作談判。

今日上午10時左右,行動黨中委劉天球及雪華堂青年團,在萬撓新村舉行高壓電纜匯報會。

11時許,10多名國能職員及承包商,攜同兩輛神手進入新村,引起轟動。

國能及承包商在廟宇旁挖掘土地,但很快被聞風而至的村民團團包圍,阻止對方。

劉天球促請對方出示雪州政府的批准信,但是對方一再推辭,強調劉天球必須致函國能總部來索取信件,他的答覆引起村民不滿。

村民與承包商僵持近1小時,國能接獲上層指示立即填回坑洞撤退,這場糾紛才和平結束。

劉天球強調,較早前的會議上已議決,交由鄧詩漢及士拉央區國會議員陳廣才一個月時間,來尋找交替地點建高壓電纜,豈料言猶在耳,國能卻迫不及待動工。

國能澄清,他們已經確定,所有建議的交替地點並不適用,所以決定在原地動工。

雙方各執己見,場面火爆,大約半小時后,國能同意讓步,回到總部領取批准信。

這時,村民要求神手司機停止挖土,不過國能職員很快就折返,結果無法得逞。

下午1時許,中區強化計劃(CAR)高級經理阿茲敏接獲鄧詩漢來電,指示國能及承包商先撤離新村,待本月29日會議再作商討。

國能同意撤離,更把已挖掘的土地,重新填好。

無論如何,阿茲敏強調,國能興建高壓電纜的地段,屬于國能保留地,並沒有重新征地,所以沒有違法。

續採法律行動保護家園
“村民堅決不搬”

爭取繞道、反對逼遷、萬撓新村工委會主席吳亞九指出,盡管萬撓州議員拿督鄧詩漢答應安排村民、國能與土地局開會,但他們仍不會放棄任何一線免除搬遷的希望。

他說,各造皆未取得雙贏方案,國能卻一再委派承包商進入村內展開工程,還好每次經過村民爭取,對方妥協停工離開,但難保他們哪天會強硬施工。

他表示,工委會將在本月29日與各造開會后,若仍無未能取得讓村民滿意的結果,他們將繼續採取法律行動保護家園,堅拒搬遷。

“村民絕對不會搬遷。”

他今日參與村民匯報會及和國能承包商接涉后,如是指出。

在今日匯報會上,各造也一再抨擊當地國州議員拿督斯里陳廣才和拿督鄧詩漢失信,沒有積極協助他們處理遭逼遷,讓路高壓電纜計劃的問題,才會造成今日局面,讓村民深感失望。

工委會前身“五人小組”主席林成昌指出,鄧詩漢早在10年前已得知這項計劃,而村民則在2005年正式收獲國能的搬遷通告信,可是過去2年來卻沒有積極為村民解決問題。

他說,他們上月23日與能源、水務與通訊部長拿督斯里林敬益開會時,國能表示只待州政府處理土地問題,繞道計劃絕對可行,要求國州議員在一個月內提呈繞道計劃書。

“最近,國能單方面宣佈繞道計劃不可行,理由非常牽強,包括需時一年時間重新策劃及技術不允許等,各造出爾反爾的態度很沒城意。”

他重申,村民不反對發展,只希望不必搬遷,也無需受高高壓電磁波影響。

申請司法審查
★爭取繞道、反對逼遷、萬撓新村工委會代表律師梁自堅

雖然雪州行政會議已批准新村建高壓電纜,但村民還是有權入稟法庭,要求暫緩計劃,以便有充裕時間,尋找替代方案及繼續談判。

村民除了向高庭申請停工令,也可以申請司法審查。

現在只有國能單方面宣佈,州政府已批准工程,以及繞道方案不可行;可是州政府一直沒有作出回應,這對村民很不公平,因此我建議村民申請司法審查,讓法官判定誰是誰非。

村民注重的不是賠償,而是希望擁有安全及健康的生活環境。

國能出爾反爾

國能出爾反爾,之前說繞道沒有問題,現在反口說技術問題行不通。

我覺得,如果申請停工令,國能還是有方法向法庭申請撤銷,所以最佳方法是申請司法審查,至少能拖延一段時間,進一步與各造談判。

双方在现场僵持不下,气氛相当紧张,所幸没有酿成肢体上的冲突。经过大约2个小时的互不让步,最终由国能公司做出妥协,承诺在下一轮会谈之前不会贸然施工,令所有村民欢呼胜利。

交通部长兼士拉央国会议员陈广才和万挠州议员邓诗汉,曾在上个月杪与能讯部长林敬益、能讯部高级官员、国能高级管理层和“万挠新村反电缆5人小组”举行会议,同意在一个月内解决村民的问题,另觅绕道路线建高压电缆。

不过,国能却在上周表示,经过国能向雪州政府解释之后,州政府并不接纳绕道的建议,而允许国能按照原定计划进行电缆工程。而国能也铁定在今天於万饶新村展开兴建高压电缆的工程。

国能动土消息传出后,万挠“反对高压电5人小组”几天后召集村民商讨对策,并成立了21人的“争取绕道,反对逼迁” 万挠新村工委会,由5人小组成员吴亚九担任主席、林成昌担任副主席、王仲辉担任秘书和温伟明担任财政。该工委会也召开了今早的村民大会。

共有大约200名村民出席今早11时开始的村民会议,其中民主行动党非政府组织主任刘天球、雪州财政巴都玛莱、公正党总财政梁自坚、雪州署理主席李成金、隆雪华堂青年团团长陈松林,以及属下的“关注万挠新村高电压逼迁”小组协调员李英伟也到场给予支持。

由于接获消息,在结束村民会议和记者会后,与会的村民立即赶往到新村边境一起阻止高压电工程的进行。

村民抵达工程现场后,发现铲泥机已经挖了一个约十尺深的洞,更有村民立即上前呼喝在内的司机下车。

要求出示州政府批准公函不果

在群众的一片谩骂声下,国能公司聘请的私人承包商被迫停下铲泥机。此举引起国能公司职员的不满,并以州政府已批准有关工程为由,指示司机继续动工。

这时,有村民出示一封近期由国能公司发出、承诺会在7月6日后才动工的公函。刘天球也也要求国能公司方面出示州政府批准工程进行的文件,否则在政府未作出宣布之前,村民将继续阻止国能公司动工。

但是,在场的国能公司雪州区域经理沙尼阿末却拒绝出示有关文件。沙尼阿末表示,村民如果要求有关文件,必须书写正式函件向国能申请;而且,他也反驳说,国能目前只是在政府保留地动工,并没有违背7月6日前不到新村动工的承诺。

国能公司中马区输电工程高级经理阿兹敏甚至表示,陈广才和邓诗汉已经通知国能说,有关替代路线已经没办法采用了。

国能公司代表的强硬态度引起村民的情绪益发高涨,并将国能公司的代表团团围起,人群中也不断传出村民高亢的抱怨和谩骂声,造成双方的谈判一度陷入僵局,无法继续。

约半小时后,阿兹米做出妥协,答应村民出示州政府批准工程进行的文件,不过文件需要1个小时才能够送到。虽然在中午艳阳高照下,村民依然毫无离开之意,纷纷坚守在现场等待结果。

邓诗汉允本周五召开多边会议

阿兹米在一个小时后再次出现时,但是他没有出示州政府批准工程进行的文件,而是带了邓诗汉的口讯,指后者表示将于本月29日早上在士拉央土地局召开多边会议,包括陈广才、新村村民和国能,针对这悬而未决的课题进行另一番讨论。

此外,在村民的要求下,阿兹米也允许铲泥机司机将已经挖好的洞填补回去。他也承诺,在下一轮会议之前,国能不会再擅自动工。

此项宣布马上换来现场村民的欢迎,并在一片胜利的气氛中看着洞逐渐被填平。

刘天球之后向《当今大马》记者表示,经过今天的事件后,身为万挠居民代议士的陈广才和邓诗汉一定要站出来向村民交待,而不是一直躲在国能后面。

Rawang HTZ: Chan Kong Choy, what happened?

Transport Minister Chan Kong Choy, who’s also the MP for Selayang, has been keeping mum until today over the unilateral declaration made by TNB, that the TNB will proceed with the high tension transmission project in Rawang now that the Selangor State Goverment has given them the greenlight not to take an alternative route as agreed by Lim Keng Yaik, Chan Kong Choy and Rawang state assemblyman Tang See Hang last month at Putrajaya.I will be attending a protest cum press conference in Rawang new village on Sunday 24 June 2007 morning (10.30am at the market place) together with M Batumalai (DAP Rawang Rep), Tian Chua and representative from the KL Selangor Chinese Assembly Hall.

萬撓高壓電纜計劃照跑
不接受繞道•26日原地動工

(八打靈再也訊)紛擾已久的萬撓新村高壓電纜計劃照跑,而國能已訂於6月26日在原地動工!

雪州政府已在5月29日的會議上議決該高壓電纜計劃在原地進行,換言之,居民爭取繞道進行這項計劃的希望已破滅!
在這項計劃下,受影響的51戶居民必須搬遷,而涉及賠償的總額達430萬令吉。

受影響的居民必須在7月11日、12日及13日到鵝嘜縣土地局辦理索償事務。

據瞭解,居民提出4項繞道建議,以避開在人口稠密的萬撓新村。不過,在繞道建議中,卻要動用康情森林保留地或共和聯邦森林保留地。雪州政府以不想影響有關保留地而作出有關決定。

國能收到批准信

國能高級副主席(營運及技術)拿督莫哈末西迪阿末在匯報會上說,雪州政府作出上述定奪後,他們(國能)將在本週日開始動工。

他說,在這項計劃下,高壓電纜將從原本的33千瓦增至275千瓦。

他表示,這項計劃從2005年拖延至今,經無數次開會討論及研究繞道建議,最終還是議決在原地展開提昇電力工程。

他說,國能是在不久前收到雪州政府的批准信件,以繼續進行提昇電力工程。

3項技術因素無法克服

他說 ,於5月29日的一項會議上,雪州政府基於國能提出3項無法克服的技術的因素,而同意國能不接受繞道建議

“這3項技術因素包括了如果只將電壓提昇至132千瓦特,可能造成巴生河流域電供有時會出現供應不足問題。”

“其二是國能需至少再花一年時間重新設計、安排和測示所有工作,影響提昇電力計劃。”

“其三,新建議會牽涉新地區和新計劃,影響工程進度。”

他說,國能會於7月在鵝嘜土地局安排一項對話會,聽取居民賠償要求,並希望居民對於工程的進行給以配合。 (星洲日報/大都會•2007.06.19)

Rawang High Tension Zone: Was there a tussle between Gerakan and MCA?

Last month, Chan Kong Choy promised to find an alternative route for the high-tension tranmission towers within a month. This was witnessed by the Rawang 5-men committee, TNB, Tang See Hang and Lim Keng Yaik at Lim’s office in Putrajaya.Why then TNB held a press conference yesterday to unilaterally declared that it would proceed with works without the need to look for an alternative route?

Chan Kong Choy and Tang See Hang must now explain to the Rawang people instead of shying away from his responsibility. Or was there a political tussle between the former Gerakan chief and the MCA leaders over this issue?

I would be going down to Rawang together with our Rawang representative M.Batumalai on Saturday to meet the affected villagers to seek a solution.

Meanwhile, I have advised the residents to get ready with the lawsuit based on public interest in my capacity as their advisor.

吴亚九说,自两个星期前开始,“反对高压电五人小组”已尝试约见陈广才,但迄今仍不得要领;他们不但通过万挠新村村长唐可铧接洽陈广才,也曾到交通部求见陈广才,但都无功而返。

《独立新闻在线》今早也数度联络陈广才,但他的电话无法接通;他的新闻秘书姚伟豪则没有接听电话。因此,至截稿时,仍未能获得陈广才的回应。

万挠新村居民两年前接获通知,国能计划在新村附近兴建高压电缆,并要求该村51户人家搬迁。村民拒绝国能的赔偿建议,坚决捍卫家园。后来村民成立了五人小组,展开反对高压电缆运动。五人小组向国能建议绕道兴建高压电缆,可是邓诗汉却透露,国能以“技术问题”为由拒绝。【点击:高压电事件酿燃眉之忧 万挠村民呼唤议员良知】

隆雪华堂因此呼吁林敬益代表中央政府与国能交涉,希望表明在尊重人民健康的前提下,促请国能回到替代方案商议的谈判座。该会也呼吁陈广才及邓诗汉信守承诺,把该议题带上内阁及州政府讨论,继续为民请命。

“隆雪华堂过去一直坚定支持万挠新村‘反对高压电五人小组‘的努力,现在更强烈支持村民向法庭申请庭令,禁止国能动工,以捍卫他们的家园及福祉。隆雪华堂认为,各造还在积极寻求解决方案,国能不应强硬展开兴建工程。”

隆雪华堂也呼吁各界积极参与支持万挠新村居民捍卫社区权益,该会深信万挠新村高压电缆工程攸关人民福祉,当政者应该聆听民意,营造双赢策略,不应以赤裸利益压倒人民健康与安全需求。

Stop collection for the “half-baked” SMART tunnel

I have just got back from a press conference at Cheras MP YB Tan Kok Wai’s office on  the issues of SMART system and KL floods. MPs present include Fong Kui Lun (Bukit Bintang), Teresa Kok (Seputeh) and Tan Kok Wai (Cheras).

The SMART cost RM2.168 billion to build, of which more RM1.5 billion was paid by the Federal Government. The developer MMC-Gamuda only paid about RM600 million. SMART was originally to be completed by end 2006. But it will only be ready by 23 June 2007.

SMART has started to collect toll fees on 15 June 2007 (RM2.00 one way) despite of the fact that it was uncompleted (the flood tunnels).

DAP have suggested that there must a stringent schedule of maintenance to ensure the safety and comfort of the tunnels and stop the collection of toll fees before the tunnels were compeleted on 23 June 2007.

Besides showing the video clips taken at the tunnels on 12 June 2007 (it’s now on youtube, under very “Smart” Tunnel in Malaysia), we have also released a statement prepared with the help of some experts…

Observations, Questions and Suggestions by a structural engineer after an inspection of the not so Smart tunnel on Tuesday (12 June 2007) afternoon…   

Observations… 

1.                   There are plenty of minor defects. Water was seen seeping through from both the soffits on the top and the slabs on the floors. These could be seen even with naked eyes if one travels with a low speed. One could see plenty of holes left behind by extensive pressure grouting. Grouting was carried extensively, indicating that structural hairline cracks were everywhere. But pressure grouting is only a temporary measure but certainly not a permanent or proper remedy.

2.                   The workmanship of the tunnels was poor and far from satisfactory in view of the high cost of construction (more than RM2.1 billion).

3.                   Cladding was done extensively on most parts of the tunnels. This is highly improper and unnecessary because cladding makes detection of defects (such as cracks) very difficult if not impossible.

4.                   Pressure grouting is an expensive process. It could runs into millions of ringgit over a period of time.

5.                   The ‘riding quality’ of the tunnels was very poor. Driving through the tunnels is not very pleasant.  

Questions… 

1.                   What is the actual cost of construction of the entire Smart system?

2.                   Why the foreign company involved in drilling of the tunnels abandoned the job? Was there a legal tussle between MMC- Gamuda and the foreign company who was trusted to do the drilling?

3.                   Why the government bulldozed through the project despite of the peculiar underground limestone structure, which makes drilling and construction of tunnels very difficult and uneconomical?

4.                   How effective the Smart system would be in terms of flood mitigation? The DID itself has openly admitted that the flood mitigation function of the Smart system, at the most, could only achieve some 60%. How the DID arrives at such conclusion?

5.                   If the entire Smart system could be used for flood mitigation, why cladding was done so extensively? And if the second level could also be used for flood mitigation as well (as reported by TV3 evening news on Wednesday 12 June 2007), what will happen to the lightings, equipments and road furniture? What kind of cocks and bulls story is this? 

Suggestions… 

1.                   Maintenance is utmost important for the tunnels. A stringent schedule of maintenance must be adhered to at all times to ensure the safety and comfort of the tunnel users.

2.                   No collection of toll fees to be allowed before the entire tunnel was completed for full operation (including flood mitigation). Precedent must not be set in this case. If the entire Smart tunnel system could only be completed on or after 23 June 2007, any collection of toll fees should only be imposed after the date of completion.

(吉隆坡訊)行動黨雪隆區國會議員及領袖近日帶領專家巡視精明渠道,並發現渠道出現漏水、裂痕等紕漏。他們認為,政府有必要向人民交代精明渠道所面對的問題,並要求進行防洪大演習,以證明渠道是“真材實料”所打造的。

行動黨領袖今日(週六,16日)在蕉賴舉辦記者會,發表專家對精明渠道作出的評估。
行動黨中委劉天球向記者指出,他們於6月12日帶領一名建筑結構專家,前往巡視精明渠道。

指造價與品不符

他說,不便上報的專家事後作出5項結論和疑問,主要指精明渠道的品質欠佳,與耗資超過20億令吉打造的價格不符。

他聲稱,專家指渠道的地面和頂部多處出現裂痕,有的裂痕還在漏水。

他提出,他們發現渠道頂部有一排排的洞孔,專家指洞孔是維修裂痕及注入水泥(pressure grouting)所致,與甲洞第二中環公路出現裂痕時的維修手法相同。

“專家指這種維修方式非常昂貴,長久下來可要耗資百萬令吉。”

他們也發現,從新街場往市中心的路段沒有裝上天花板,可明顯看到裂縫和漏水問題處處。反而隆市返回新街場路段則蓋上天花板。

他聲稱,其他問題還包括跑道凹凸不平、緊急路段淹水等。

他說,政府已耗資龐大經費筑建精明渠道,但渠道至今卻出現各種紕漏,“我們迫切需要知道,渠道日後還要多少附加工程或維修費才夠?”

他指出,據知筑建精明渠道的承包商當初與另一家德國公司一同進行渠道礸洞工程,不過,後者不知為何在工程半途退出,並要起訴本地承包商。

他補充,他們要政府證實德國公司在筑建半途退出及起訴本地承包商的事件,並解釋精明渠道一切的紕漏及解決方法。

渠道是否有效防洪?
當局應進行水災演習

行動黨蕉賴區國會議員陳國偉指出,政府當初是以解決隆市水災問題而宣佈興建精明渠道,但精明渠道未完全啟用前,卻傳出渠道只能排解60%,甚至一半的豪雨量,令人民有受騙的感覺。

他認為,防洪精明渠道在還沒完全啟用前不應收費。“我們還不知道渠道是否有對防洪有效,當局應進行水災演習證明一切。”

隆地質不適建地下道

他週六在記者會上披露,隆市的地質不適合筑建地下隧道,這就是為何大馬一直不筑建地下鐵的原因之一。

“我們不明白政府在確知隆市不適合建地下隧道時,仍執意興建精明渠道,而且還要一道兩用(車行及防洪)。”

他提到,政府是精明渠道最大承包商,並有能力繳付所有工程費,但政府仍批准只耗資28.6%工程費的承包商向人民收取40年過路費。

武吉免登區國會議員方貴倫則說,精明渠道原定於2006年12月31日竣工,但工程拖延半年後才完成,而且沒向首相或人民匯報。

士布爹國會議員郭素沁聲稱,精明渠道是在環境評估報告仍末出爐前動工,這已嚴重破壞環境。

她認為,政府欲解決隆市水災問題,首要任務是進行良好城市規劃,而不是隨意發出批准,以致各地區在過度發展的情況下面對基本設施欠佳、水災等問題。

行動黨社青團國際秘書李映霞披露,政府應公佈精明渠道合約內容,並確保渠道的安全性,“因為政府是精明渠道最大的投資者,所以,納稅人有知到真相的權力。”

專家對精明渠道結論

  1. 渠道地面和頂部出現許多裂痕,肉眼看出許多水從裂縫流出。另有一排排維修裂痕及注入水泥的洞孔。
  2. 渠道的品質欠佳,與21億的工程費不符。
  3. 部份渠道筑上天花板,而部份渠道則沒有。
  4. 維修裂痕及注入水泥(pressure grouting)費用昂貴,長期的費用達數百萬。
  5. 道路凹凸不平。

專家疑問

  1. 除了原有的工程費,還需要多少的附加工程費及維修費?
  2. 承建精明渠道的德國公司突然退出,並起訴主要承包商,原因何在?
  3. 為何政府執意在不適合興建隧道的隆市建精明渠道?
  4. 精明渠道是否有效防洪?
  5. 曾有電視媒體報導,指精明渠道在有必要時開放所有渠道,包括車道排解豪雨。試問跑道理所有設備,如電燈、抽氣風扇、路牌等可否會一概被淹沒和沖走?

行動黨的建議

  1. 要求政府採取最嚴格工程,以確保渠道達到防洪及安全狀況。
  2. 要渠道末完全啟用前,不應徵收過路費。

Initial observations on the not so SMART tunnels

Someone alerted me about this piece of news in The Star (“Pool of water in the middle of tunnel” Thursday 14 June 2007 Page N6). The short report says that  “motorists using the SMART tunnel to travel from Jalan Tun Razak to Sungei Besi were shocked to find a pool of water along a 20m stretch of the emergency lane yesterday…Smart officials could not be reached for comments”.  

As promised in my blog last week, I will be conducting a PC together with DAP MPs tomorrow on the issue of KL floods and Smart tunnels. We are going to inform the public about our findings after inspecting the SMARTsystem with some engineering and water-proofing experts. 

Before that, let me share with bloggers an initial observations in the eyes of a water-proofing expert…  

An initial account on the Smart (Stormwater Management and Road tunnel ) 

  1. Too many structural hairline cracks on soffit of slabs and sides of Reinforced Concrete walls. Water marks are clearly visible on both incidences. And remedy work of pressure grouting have been carried out at an interval of 4” to 6” centre –to – centre on all the cracks.
  2. Eve the road slabs have cracks and also have been grouted. And there are few spots where water is seeping out and flowing.
  3. Previous leakage marks which have been treated have water stains which is clear to naked eyes.
  4. Certain portions of the soffit of slabs is covered with ceilings and painted up. Not sure of what was beneath the covers.
  5. Pressure grouting is only done when there were deep structural cracks and water seeping through it.
  6. Structural cracks can elongate due to vibrations, earthquake and movement of heavy vehicles. Elongation can go on for a long time and no proper remedy to it.

  Possibilities of structural hairline cracks

·        Due to thickness of concrete too thick, the curing of upper portion/ bottom portion not uniform. Hence shrinkage cracks come about.

·        Removal of formworks too early. Materials, workmanship and supervisions not proper.

·        Sides of wall concreting were not done properly and due to that, water seeping out of RC walls and road way slabs. Poor water -proofing and concreting could be the cause of leakages from the walls.

 

Other observations:

 

·        Road way finishes- too rough and uneven.

·        Areas to be repaired to soffit and slab are marked blue in colour. Floor slabs in blue circles and soffit with blue marking letters / nos.

KL floods and the not so Smart tunnel

Yes, flash floods striked KL again  last Sunday afternoon/night. And certainly more massive and serious than last Saturday night.

According to an Oriental Daily report today (metro frontpage), the entire Jalan Campbell (a.k.s Jln Dang Wangi) was flooded in the afternoon, causing a lot of problems and inconvenience to their headquarters staff.

On the previous night, water levels reached  ‘waist height’ in areas such as Salak South. Ampang and Pudu areas were also flooded heavily.

A friend of mine told me just now that the exit of the Smart tunnel at the Sg Besi section (just several meters from the designated toll booths) was closed for traffic on Saturday night (from about 8 pm) due to flash floods!

So much about the not so smart Smart ( Stormwater Management and Road Tunnel) tunnel!

I like to draw bloggers’ attention to a special report in The Star on Sunday 3 June 2007 Focus F31, titled “Tunneling their way to the big league”. The ‘mat salleh’ has said some very nice thing about the Smart tunnel.

Get a hardcopy (as I could not find a soft one) and read it. I reserve my comment on the article. I would report to bloggers after my second inspection.

Flash floods strike KL

KUALA LUMPUR: Several areas in and around the city were hit by flash floods in the last two days with Jalan Duta the worst hit yesterday during a two-hour downpour. 

At the height of the downpour, many low-lying areas were submerged in at least one metre of water. 

In Jalan Duta, part of the road was cut off to traffic when a 0.5km stretch was submerged in 1.5m of water while in the opposite direction, the road heading towards Jalan Semantan had a fallen tree obstructing two of its lanes. 

A small portion of the road was also damaged by strong currents. 

Traffic nightmare: Part of Jalan Duta was cut off to traffic when a 500m stretch was submerged in 1.5m of water, while this side heading towards Jalan Semantan had a fallen tree obstructing two lanes.

A City Hall operations centre spokesman said other areas affected by the flash floods were Jalan Travers, Jalan Bangsar, Jalan Tun Sambanthan in Brickfields, Jalan Semantan and Jalan Universiti. 

The other affected areas were Jalan Tun Razak and Jalan Chan Sow Lin. 

The waters, however, receded within minutes after the rain stopped. 

The City Hall spokesman also said several areas in Salak South and Ampang were hit by flash floods when waters began to rise after it started raining at about 4pm. 

There were no casualties or major accidents reported during the downpour, he said, adding that some roads were hit by flash floods due to clogged drains and road construction. 

Trees along several roads were also uprooted but City Hall workers managed to clear them away.  

A Jalan Bandar Traffic Police spokesman said policemen were deployed to monitor and direct traffic, adding that the congestion eased after 7pm when the water levels receded.

Zero activity on World Environment Day

DoE Director General Rosnani admitted that there’s no program to mark the Day. The minister is not in the country at the moment. That’s the typical  ‘tidak apa’ attitude of the present Umno-led BN government.

Little wonder the DoE has said nothing on the possible impact on the environment as regard to the Crude Oil Pipeline project traversing Kedah, Perak and Kelantan as well as the Sungei Udang Plasma Arc incinerator project.

政府不重視環保搞不起 

環境日官方零活動 – Monday, June 04, 2007

(吉隆坡3日訊)還有兩天就是世界環境日,許多國家紛紛舉辦連串活動,

喚醒民眾保護環境,但我國天然資源與環境部卻沒配合環境日主辦任何

活動,網站也未列出相關的公告,令人對環境部作為環保推手的角色感到疑惑。

繼「愛我河流」運動宣告失敗后,環保份子對于環境部的辦事能力,不禁

又一次地搖頭嘆息。

《東方日報》記者上網瀏覽環境部的官方網站,發現並無任何公告

或欄目,提醒人們世界環境日的到來。

當記者點擊進入部門活動日曆的網頁后,6月份的活動表更是一片空白

,只註明「本月沒有活動」寥寥數字。環境局總監羅斯娜妮受詢時證實,

環境部並沒準備任何特定的活動。

記者嘗試聯絡環境部長拿督斯里阿玆米卡立,但電話一廂只傳來「人在國外」

的電話鈴聲。至于副部長索迪納登則不願置評。

環保份子柯嘉遜博士受問時,語帶無奈地說:「它(政府)的態度就是這樣。」

另兩名環保份子,大馬環保之友主席古密星,及大馬世界自然基金會總裁薩馬

博士則同樣認為,政府在推動環保工作方面,仍有很大空間有待改進。

儘管環保工作不應只注重于宣傳單單一天的世界環境日,但事實上6月5日

這一天,向來都受世界各國的關注,好比香港的環境保護署,便推出一個

「節能上班輕裝騷」的活動,為2007年世界環境日揭開序幕。

該環境署的網站也以新聞方式,詳細列明這項活動的內容,為世界環境日

做足良好宣傳。該新聞末端甚至指出,香港無線電視翡翠台將于何年何日

何時,播出2007年世界環境日的電視特輯。

相比之下,我國的環境部網站則顯得遜色,且缺乏相關資訊。

古密星表示,大馬環境部比較注重落于10月份自創的「大馬環境日」,

因此或許這是沒有「世界環境日」宣傳及活動的原因。

無論如何,他強調,提升公民環保意識,並非單靠一天的環境日,環境部

必須以持之以恆的態度,辦好一整年的活動,才是推動環保的正道。

他說,目前而言,國內非政府組織所做的環保工作,甚至比政府做的來得更多。

這已不是環境部第一次被環保份子所批評。早在今年4月,環境部長阿茲米卡立

指人民意識無法提升,令國內17條河流嚴重受污染,「愛我河流」運動宣告

失敗。

部長這番話後來引起環保份子的回應,一些環保非政府組織便表示,

「愛我河流」最大的敗筆,便是政府從不曾在計劃推出的14年進行檢討,

無法改善已出現的弊端。

有者也認為,政府推動的「愛我河流」運動,部份流于形式、缺乏內涵。

KL floods: Smart Tunnels not so ‘smart’

Yes, it was raining cats and dogs last night. When I was attending a wedding dinner in Kuala Lumpur last night, Seputeh MP Teresa Kok told me that the main street of Salak South was under  3 feet of water and still rising. 

So, what has happened to the ‘flood solving’ Smart Tunnels? Aren’t the tunnels were completed and put into operation for about a month now? This was the question we asked among ourselves around the table. DAP SG Lim Guan Eng, Cheras MP Tan Kok Wai and Bukit Bintang MP Fong Kui Lun were also with us. 

Today’s The Star and other Chinese newspapers reports confirmed that Pudu, Salak South and Ampang were flooded yesterday evening ‘waist high’. Looks like the Smart Tunnels are not so ‘smart’ after all.

Also yesterday, I was alerted that the RM2.1 billion Smart Tunnels was a shoddy work. I have done an initial inspection with the help of a water-proofing expert in the afternoon and have taken some pictures(to be uploaded later).

What I saw was ‘very disturbing’  and ‘mind-boggling’. Those who traveled at high speed would not be able to see anything unsual. But wait till you slow down. Remember to switch on your hazard lights for the safety of yours and other tunnel users if you want to do so.

We are now looking for experienced and highly qualified structural engineers to help us to do a thorough inspection in the interest of all Smart Tunnels users. Any volunteers? Rest assured that we will not reveal the identity of the experts who helped us in the inspection.

Rawang High-tension zone: Renewed hope for alternative route

While Lim Keng Yaik had no problem with an alternative route for the Rawang high-tension transmission towers, both Chan Kong Choy and Tang See Hang have promised to find an alternative route and resolve the land matters within a month. Let us give them the benefit of doubt and hope for the best. Tang See Hang was apparently very upset with me because I challenged him to come clean on the real reasons for rejecting the alternative routes (two) proposed by the 5-men committee. We suspect some plots of land owned by Tang were in the way of the proposed routes.

Meanwhile, we have instructed our lawyer to hold on to the serving of notice to TNB in view of the new development this afternoon. As to the eviction order issued by the Selayang Municipality Council on Monday(landowners were given only 14 days to move out of their homes), our lawyer is certainly on standby. Legal actions have to be taken to protect the landowners if the eviction orders were not withdrawn within the next one week.

万挠高压电风波有望下月解决
邓诗汉坚决否认拥有个人利益

村民锲而不舍的争取后,交通部长兼士拉央国会议员陈广才和万挠州议员邓诗汉,同意在一个月内解决村民的问题,另觅绕道路线建高压电缆。

陈广才和邓诗汉是在昨日下午于布城能讯部,与能讯部长林敬益、能讯部高级官员、国能高级管理层和“万挠新村反电缆5人小组”进行两小时的会议后,向记者这么表示。

新的绕道路线将高压电缆连接至瓜雪亚三爪哇(Asam Jaya)和万挠邓普勒花园(Templer Park)的拉达高速公路(LATAR Highway)右边,这样就能够绕过万挠新村,新村居民也就无须搬迁。

陈广才:与州政府商讨征用土地

陈广才表示,新的绕道路线牵涉技术问题及土地问题,当局将在一个月期限内与州政府商讨有关征用土地的问题;至于国能的技术问题,能讯部长林敬益已答应协助解决。

他表示,邓诗汉将把新的绕道建议带入雪州行政议会,寻求州政府的通过与协助。

不过,陈广才无法保证新的绕道路线铁定能够落实。

若一个月内无法解决将继续争取

另一方面,虽然这个新的绕道路线与5人小组早前所建议的绕道路线不同,但是5人小组并无异议,并希望新绕道路线最终能够落实。

5人小组成员林成昌向《当今大马》表示,他们暂且给当局1个月的时间解决此事,并答应在这段期间不会再施压。

“但是,如果1个月之后仍未有结果,我们不会坐以待毙,将展开另一轮的争取行动。”

邓诗汉:村民受反对党影响乱猜测

另一方面,雪州行政议员邓诗汉日前接受《当今大马》电询时郑重否认,自己在万挠高压电缆风波中拥有个人利益,并反驳说新村居民的指责都只是“想象”。

雪州万挠新村居民一度怀疑,高压电缆之所以无法绕道而行,而必须贯穿新村导致村民被迫搬迁,背后目的是因为绕道路线将征用的一些土地,由当地政治领袖所拥有,其中包括邓诗汉,若接受绕道建议,必将侵蚀他们的个人利益。

也是万挠州议员的邓诗汉形容,上述指责都是村民在受到反对党影响后,自己产生的想象。

“(我)完全没有(在那里拥有土地),地方领袖也没有土地在那里,这是居民自己的想象!那里的土地和房子都是由一些马来和华裔居民所拥有!”

“我觉得那些居民是故意不了解,故意去那么讲,因为他们受了反对党的影响!”

乐意告知绕道路线的土地资料

邓诗汉表示,无论居民寻求他或反对党的协助,身为该区代议士的他依然会继续为居民争取最好的解决方式。

“为居民争取权益是我的责任,但是如果我争取不到,并不表示我没为居民争取。”

村民的另一项怀疑理由,就是土地局曾拒绝让村民获得绕道路线所涉及的土地拥有者资料。对此,邓诗汉乐意协助居民解决这个问题。

“我欢迎想了解情况的村民到我的办工室来,我这里有地图让他们了解绕道究竟会经过谁的地,我们都是很公开的。”

万挠新村居民在去年接获当局通知,要求部分居民搬迁,拒绝国能赔偿又不愿搬迁的村民成立了“万挠新村反电缆5人小组”,以居住权和影响健康为由展开反电缆运动。

他们向国能提出其他的电缆绕道路线作为解决方案。不过邓诗汉较后却向他们表示,虽然该方案获得该区国会议员陈广才以及能讯部长林敬益的支持,但是国能却以技术问题拒绝。

然而,5人小组的说法却恰好相反,小组成员王仲辉日前指称,他们曾于4月9日与国能高级副总裁西迪对话,后者告知国能没有权力决定是否绕道,一切只是听从州政府指示办事。

因此,村民开始怀疑是地方政治领袖企图保护自己的个人利益。

两次打电话指示国能暂缓工程

另一方面,针对国能在上周四早上第二次派出铲泥机进入新村动工,却遭到顽强的居民阻拦,最后无功而返的课题,邓诗汉表示自己也非常担心。

“我也是非常担心,所以我那天打了电话和国能接洽,最后他们离开了。第一次动工的时候,我也是有那么做。”

上周四,大约30名村民连同隆雪华堂代表和人民公正党代表与国能对峙3小时,最后万挠警方表示接获“上头”指示取消行动,事情才告一段落。

早前,同样的情况也曾经发生,国能所派出的铲泥机同样遭村民驱赶。

与州政府讨论征地问题

陈广才、能源、水务及通讯部部长林敬益、邓诗汉、能讯部高级官员、国能高级管理层和五人小组今午四时在布城的能源、水务及通讯部与五人小组就高压电路线进行约两句钟的会谈。

会谈过后,陈广才向记者透露,各造今日朝“尽量避免高压电影响人民”的方向商讨解决方案,最后协议在一个时间内寻求绕道方案,解决万挠新村人民的难题。

他透露,绕道方案牵涉国能的技术问题及土地问题,因此他们必须在一个月期限内与州政府协商,以便征用相关土地。另一方面,能源、水务及通讯部部长林敬益也已经答应协助解决国能的技术问题。

陈广才也是交通部长及马华公会署理总会长,他说:“我们同意在一个月内寻求解决方案。邓诗汉身为州行政议员,将把问题带进州行政议会,商讨是否能让有关高压电工程在不必干扰其他住户的情况下绕道。” 邓诗汉除了是万挠区州议员,也是雪兰莪州政府行政议员,掌管投资、工业与贸易事务。

他指出:“由于五人小组过去所建议的两个绕道路线影响到其他人,因此我们建议新的绕道路线是在拉达高速公路右边。”

问及相关方案是否可以落实,陈广才没有予以肯定的答复,仅回应:“给我们一些时间。”邓诗汉则说:“我们将全力以赴。”

邓诗汉斥在野党恶意指责

民主行动党非政府组织局主任刘天球早前质疑,高压电缆绕道不成,是否与涉及多宗雪州土地发展计划的邓诗汉有关。今日邓诗汉接受记者提问时直斥:“这是恶毒的指责,根本就不存在!” 【点击:高压电事件酿燃眉之忧 万挠村民呼唤议员良知】

他表示,五人小组早前建议的该绕道地点涉及超过90个地主,因此该绕道建议无从采纳。他斥责在野党作出没有根据的指责,并请质疑他涉及其中的在野党成员拿出确实证据。

五人小组成员王仲辉(右图)接受记者提问时表示,陈广才同意在一个月时间内找出可行的绕道地段,技术问题已经有了解决方案,只剩州政府点头同意绕道地点,因此相信该方案“很大可能成功”。

他指出,昨日十多名村民接获士拉央市议会的搬迁通知信,要求村民在14天后搬迁;经陈广才和邓诗汉协助,搬迁通知暂时搁置。

为了避免2005年中南马大停电历史重演,国能因而检讨吉隆坡的电供设施,其中包括提升万挠新村原有的33千瓦特电缆至275千瓦特。国能提出的赔偿建议不为村民接受,村民目前正展开签名运动,以捍卫他们的家园。此外,村民也已经聘请律师,准备向法庭申请庭令,禁止国能动工。

也是交通部长的陈广才早前答应村民把万挠高压电缆事件带上内阁讨论,可是迄今没有下文。在村民仍等待回复时,国能的泥机车上周一开到了万挠新村,准备展开高压电缆建造工程。虽然村民最后成功把泥机车驱离当地,可是他们担忧,高压电缆工程势在必行,且可能在近期内动工。

50名村民今午在民主行动党非政府组织局主任刘天球、人民公正党宣传局主任蔡添强和隆雪华青秘书李英伟的陪同下召开记者会,向外界发出求救呼声。刘天球和蔡添强致词时皆呼吁村民齐心捍卫属于自己的权利,向高压电缆说“不”。

绕道建议遭拒是万挠高压电缆事件最大的争议点。国能在险峻的高山地带尚有能力建设电缆,“技术问题”的理由显然开得非常牵强。

有关方面各说各话


刘天球发言时指出,许多转换州政府地用途,继而发展屋业的案件皆与邓诗汉有关,为此他质疑,高压电缆绕道不成,是否也与邓诗汉有关?

可是刘天球(右图)却披露,国能副总裁曾在饭局上向他和五人小组成员透露,技术和钱皆不是问题,问题是州政府反对绕道建议。国能和人民代议士互卸责任,以致高压电缆事件始终蒙上了一层纱,没有明确的解决方案。

李英伟也认为,问题并非出在国能身上,因为早前林敬益指示国能研究绕道方案,国能并没有推搪和反对。

除了绕道问题,当地的土地拥有权也引发争议。根据《当今大马》的报道,邓诗汉曾表示,国能并未征用村民土地,因为有关村民们所居住的土地属于国能保留地;不过,村民们却声称拥有土地地契。

高压电缆关乎村民财产及健康,刘天球和蔡添强皆呼吁村民齐心为自己的利益斗争。

刘天球表示,高压电缆跨过三育华小,每个家长都有权利为孩子的健康,抗议政府和国能在当地兴建高压电缆。

蔡添强揶揄国阵政府:“国阵政府靠幽灵选民上台,因此照顾鬼多过照顾人,村民建议的绕道地点没人居住,有的话也是鬼住,因此,国阵政府不选在鬼住的地方而选在人住的地方兴建高压电缆!”村民目前正展开签名运动,以捍卫他们的家园。此外,村民也已经聘请律师,准备向法庭申请庭令,禁止国能动工。
